How to Get a CDL Permit in California
A Commercial Learner's Permit (CLP) is the required first step before taking a CDL skills test in California, and much of the process follows federal rules that apply nationwide, administered locally by the CA DMV.
General eligibility requirements
Federal rules generally require a CLP applicant to be at least 18 for intrastate driving (within California only) or 21 for interstate driving, hold a valid regular driver's license, and provide proof of identity, residency, and Social Security number.
You'll also need a current DOT medical certificate from an examiner listed on the FMCSA's National Registry of Certified Medical Examiners, confirming you meet the physical qualifications to operate a commercial vehicle.
Since 2022, most new CDL applicants must also complete entry-level driver training (ELDT) through a provider listed in the FMCSA's Training Provider Registry before taking the CDL skills test, in addition to the CLP knowledge test.
The application and testing process
The typical process involves applying at a CA DMV office, passing a vision screening, passing the general knowledge test (and any endorsement-specific knowledge tests for the vehicle types you intend to drive), and paying applicable fees.
After receiving your CLP, federal rules require holding it for a minimum period (commonly 14 days) before taking the CDL skills test, giving you time for practice and any required ELDT coursework.
Because DMV procedures, fees, and exact eligibility details can change, always confirm current requirements on the official CA DMV website before starting your application.
How to prepare for the knowledge test
The general knowledge test covers vehicle inspection, basic vehicle control, air brakes, cargo securement, hours of service, and other core commercial driving topics common to nearly every CDL applicant.
Our free California CDL practice tests cover 100 original questions across 17 topic areas, each with a full explanation, so you can build real understanding rather than memorizing answers.
