How to Get Your Delaware Permit License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with Delaware DMV directly.

Level 1 Learner's Permit (Under 18)

  1. Complete a certified driver's education program

    Complete 30 hours of classroom instruction, 7 hours of in-car observation, and 7 hours of driving practice through a certified program.

    • Driver's education completion certificate

  2. Apply for a Level 1 Learner's Permit at 16

    Apply at a DMV office with parent or guardian consent. Pass the 30-question knowledge test (80%, 24 correct) and a vision screening.

    • Birth certificate or equivalent
    • Proof of Social Security number and residency
    • Parent or guardian signature

  3. Drive only with a qualifying supervising adult

    A supervising adult must be at least 25 years old, licensed for at least 5 years, and seated in the front seat.

  4. Log 50 hours of supervised driving

    Complete at least 50 hours of supervised driving in the first 6 months, including 10 hours at night.

  5. Hold the permit at least 6 months

    Hold the Level 1 Learner's Permit for at least 6 months before driving unsupervised.

  6. Begin driving unsupervised, within limits

    Drive unsupervised from 6 a.m. to 10 p.m., with exceptions for school, work, church, or an emergency. Still limited to one non-family passenger, with or without a supervisor present.

  7. Follow the Level 1 Permit's cell phone ban

    Cell phone use of any kind, hands-free included, is banned entirely for a Level 1 Permit holder.

18 and Older

  1. Apply for a permit

    Apply at a DMV office; driver's education and the 6-month hold still apply.

  2. Pass the knowledge test

    Pass the same 30-question knowledge test (80%, 24 correct) and a vision screening.

    • Proof of identity, Social Security number, and residency

  3. Practice and pass the road test

    Practice driving under the terms of the permit, then pass the road test to receive a license.

  4. Receive your full license

    An adult first-time applicant receives a standard, unrestricted license upon passing.

Notes

  • Delaware licenses are issued by the Division of Motor Vehicles (DMV), part of the Delaware Department of Transportation (DelDOT).
  • The passenger restriction stays at one non-family passenger through both the supervised and unsupervised stages of the Level 1 Permit — it doesn't loosen once unsupervised driving begins.
