How to Get Your Iowa Permit License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with Iowa DOT directly.

Under 18 (Graduated Licensing)

  1. Apply for an instruction permit at 14

    Apply at a DOT office with parent or guardian written consent. Pass the 35-question knowledge test (80%, 28 correct) and a vision test. A student within 30 days of turning 14 may instead take a 25-question version online, proctored at home by a licensed parent.

  2. Drive only with a qualifying supervisor

    Follow the supervision terms set for your instruction permit while practicing.

  3. Log 20 hours of supervised driving

    Log at least 20 hours of supervised driving practice.

  4. Complete an Iowa-approved driver education course

    Complete an Iowa-approved driver education course before qualifying for an intermediate license.

  5. Consider the Special Minor's Restricted License at 14½

    If eligible — driver ed completed and a clean-record permit held 6 consecutive months — apply for unsupervised driving to school, work, or farm tasks within 25 miles.

  6. Hold the permit 12 months total

    Iowa requires holding the instruction permit for a total of at least 12 months before an intermediate license at 16.

  7. Apply for your intermediate license at 16

    Once you've turned 16 and met the holding-period, supervised-hour, and driver-ed requirements, receive an intermediate license.

  8. Follow intermediate license restrictions

    No driving 12:30 a.m.-5 a.m. unsupervised. A parent may accept or waive the passenger restriction (max one unrelated minor for 6 months) at issuance. No phone or similar device use while driving.

18 and Older

  1. Apply for an instruction permit

    Apply at a DOT office; the driver-ed requirement, SMRL option, and intermediate-license restrictions apply only to an applicant who starts before turning 18.

  2. Pass the knowledge test

    Pass the same 35-question knowledge test (80%, 28 correct) and a vision test.

  3. Practice and pass the road test

    Practice driving under the terms of your instruction permit, then pass the road test to receive your license.

  4. Receive your full license

    Adult first-time applicants receive a standard, unrestricted license upon passing.

Notes

  • Iowa's zero-tolerance law flags a BAC of 0.02% or higher for a driver under 21; refusing a chemical test brings a harsher penalty than testing positive.
  • The Special Minor's Restricted License is a genuinely unusual option that lets a 14½-year-old drive unsupervised for specific purposes well before the standard licensing timeline finishes.
