How to Get Your Maryland CDL License
The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with Maryland MVA directly.
Hold a valid Maryland driver's license
You need a valid noncommercial Maryland Class C or higher driver's license before applying, and must be at least 18 to drive commercially within Maryland, or 21 to cross state lines or transport hazardous materials, under federal rules that apply nationwide.
Get your DOT medical certificate
Complete a DOT medical examination and self-certify to the MVA that you're medically qualified to operate a commercial vehicle.

Pass the knowledge test(s)
At an MVA office, pass the General Knowledge test, plus combination-vehicle and air-brake tests if applicable to your training vehicle.

Pay the fee and obtain your CLP
Pay the $90 CLP fee, which bundles the CDLIS record check and the CDL skills test fees, to receive your Commercial Learner's Permit, valid for 6 months.
Hold the CLP at least 14 days
Federal rule requires holding the CLP for a minimum of 14 days before scheduling the skills test.
Complete entry-level driver training (ELDT)
Federal rule requires theory and behind-the-wheel training through an FMCSA-registered provider before the skills test.
Schedule and pass the skills test
Book the skills test: a pre-trip inspection and an on-road driving evaluation for the CDL class you applied for.
Receive your CDL
Once you pass, the MVA issues your Class A, B, or C commercial driver's license, with any endorsements reflecting the additional tests you passed.
Notes
- A Maryland CDL holder under 18 who still holds a learner's permit or provisional license can't use any wireless device while driving, even hands-free, except to call 911.
