How to Get Your New York CDL License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with NY DMV directly.

  1. Hold a valid New York driver license

    You must already hold a Class D, Class E, or non-CDL Class C New York driver license. You must be at least 18 to drive commercially within New York, or 21 to cross state lines or transport hazardous materials, under federal rules that apply nationwide.

  2. Get your DOT medical certificate

    New York requires a valid DOT Medical Examiner's Certificate before it will issue a commercial learner permit.

  3. Complete entry-level driver training (ELDT), if applicable

    If you're applying for a CDL for the first time, or adding a Hazmat, Passenger, or School Bus endorsement for the first time, federal rule requires completing ELDT with an FMCSA-registered provider before the road test.

  4. Study the manual and apply for your CLP

    Study the New York State Commercial Driver's Manual (CDL-10) sections relevant to the CDL class you need, then visit a DMV office — CDL permit tests are only offered in person, not online. The commercial learner permit application fee is $10, with $5 for each additional knowledge test.

  5. Hold the CLP at least 14 days

    Federal rule requires holding your CLP for a minimum of 14 days before taking the road test — the Road Test Scheduling System won't let you book an appointment within 14 days of when your permit was issued.

  6. Complete behind-the-wheel ELDT training

    Alongside the theory portion, federal rule requires documented behind-the-wheel training hours and proficiency assessments from your ELDT provider before the road test, if ELDT applies to you.

  7. Pass the CDL road test

    Pay the $40 road test fee (online, through MyDMV, or at the DMV office) and pass the pre-trip inspection, basic vehicle control, and on-road evaluation.

  8. Receive your CDL

    Once you pass, the DMV issues your Class A, B, or C commercial driver's license, with any endorsements (such as passenger, school bus, or hazardous materials) reflecting the additional tests you passed.

  • Endorsements like passenger (P), school bus (S), or hazardous materials (H) require their own knowledge tests, and for first-time P/S/H endorsements, their own ELDT curriculum, in addition to the general knowledge test.
