How to Get Your New York Permit License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with NY DMV directly.

Under 18 (Junior License)

  1. Get your learner permit

    Apply in person at a DMV office: pass the 20-question written test (at least 14 correct, 70%, including at least 2 of the 4 sign questions) and a vision test.

    • Proof of identity
    • Proof of date of birth
    • Proof of New York residency

  2. Complete the 5-Hour Pre-Licensing Course

    Junior license applicants (Class DJ) must take the in-person classroom version specifically — the online option isn't allowed for junior license applicants — unless you complete a 48-hour Driver Education program through your school instead.

  3. Log 50 hours of supervised driving

    At least 15 hours must be at night, and 10 hours in moderate-to-heavy traffic, supervised by a licensed adult.

  4. Schedule and pass the road test

    You'll need a licensed driver 21 or older and a registered, roadworthy vehicle with you at the test.

  5. Follow junior license restrictions

    Upstate, you can drive unsupervised 5 a.m.-9 p.m. with no more than one non-family passenger under 21. Between 9 p.m. and 5 a.m., unsupervised driving is limited to direct trips to work or school; otherwise a parent, guardian, or driving instructor must be present. Junior license holders cannot drive within any of New York City's five boroughs under any circumstances.

18 and Older

  1. Get your learner permit

    Apply in person at a DMV office: pass the 20-question written test (at least 14 correct, 70%) and a vision test.

    • Proof of New York residency

  2. Complete the 5-Hour Pre-Licensing Course

    Adults 18 and older can take this course online.

  3. Practice driving

    There's no mandatory logged-hours requirement or waiting period at this age, but practicing until you're genuinely comfortable is strongly recommended before the road test.

  4. Take the road test

    About 20 minutes, covering both residential and commercial-area driving.

  5. Complete the license amendment

    Visit a full-service DMV office after passing to complete the license amendment and pay the license fee — until then you're still technically on a permit.

Notes

  • Exact application fees change over time — confirm the current amount on the NY DMV website before your appointment.
  • A standard Class D license is valid for 8 years, but if you're under 21 when issued, it expires on your 21st birthday instead.
