How to Get Your Pennsylvania Motorcycle License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with PennDOT directly.

Under 18

  1. Apply for your motorcycle learner's permit

    Submit a Motorcycle Learner's Permit Application (Form DL-5) at a PennDOT Driver License Center, pass a vision screening and the motorcycle knowledge test, and pay the fee. The permit is valid for one year.

  2. Complete the PAMSP Beginner Riding Clinic

    Riders under 18 must pass the Pennsylvania Motorcycle Safety Program's Beginner Riding Clinic (BRC), about 17 hours of classroom and riding instruction. Unlike some other states' rider courses, PAMSP training is free for Pennsylvania residents.

  3. Hold the permit for 6 months and log 65 hours of practice

    Before your 18th birthday, you must practice on the learner's permit for at least 6 months and complete 65 hours of practical driving experience for the class of license you're pursuing.

  4. Test at a Driver License Center or through PAMSP

    Once you've met the holding period, practice hours, and BRC requirement, test for your license either at a PennDOT Driver License Center or through the PAMSP program directly.

  5. Receive your Class M license

    Once you pass, PennDOT issues your Class M motorcycle license.

18 and Older

  1. Apply for your motorcycle learner's permit

    Submit a Motorcycle Learner's Permit Application (Form DL-5) at a PennDOT Driver License Center, pass a vision screening and the motorcycle knowledge test, and pay the fee. The permit is valid for one year.

  2. Choose a path: PAMSP course or PennDOT skills test

    Riders 18 and older can complete a PAMSP basic, intermediate, or 3-wheel course through an approved third-party vendor, which waives the PennDOT skills test entirely, or skip the course and schedule the skills test directly at a Driver License Center.

  3. Complete the course or pass the skills test

    If you complete a qualifying PAMSP course, your learner's permit is stamped as a valid Class M license on the spot — no separate skills test is needed. Otherwise, schedule and pass the PennDOT skills test, available to book online 24/7.

  4. Receive your Class M license

    Once you pass the skills test (or complete the qualifying course), you hold a valid Class M motorcycle license.

  • PAMSP training is free for Pennsylvania residents holding a Class M license or permit, unlike the paid rider courses required in some other states.
