How to Get Your Utah Permit License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with Utah DLD directly.

Under 18 (Graduated Licensing)

  1. Apply for a learner permit at 15

    Visit a Driver License Division (DLD) office, fill out an application, pass the 50-question knowledge test (80%, 40 correct) and a vision screening. You'll get your permit the same day.

  2. Complete the Traffic Safety and Trends Exam

    Pass this separate online exam — four short videos plus 40 questions — with a perfect 100% score, required in addition to the main knowledge test.

  3. Drive only with a qualifying supervisor

    Only a driving instructor, or your parent or legal guardian, may supervise a learner permit holder.

  4. Log 40 hours of supervised driving

    Log at least 40 hours of supervised driving, including 10 hours at night.

  5. Hold the permit at least 6 months

    Utah requires holding the learner permit for at least 6 months before applying for a provisional license.

  6. Apply for your provisional license at 16

    Once you've turned 16 and met the holding-period and supervised-hour requirements, receive a provisional license.

  7. Follow provisional license restrictions

    No driving midnight-5 a.m. until age 17, unless accompanied by a licensed adult 21 or older. No non-immediate-family passengers for the first 6 months, absent a qualifying adult, agricultural work, or an emergency. No cell phone use of any kind, even hands-free.

18 and Older

  1. Apply for a learner permit

    Apply at a DLD office; the graduated stages and provisional restrictions apply only to an applicant who starts before turning 18.

  2. Pass the knowledge test and safety exam

    Pass the same 50-question knowledge test (80%, 40 correct), a vision screening, and the separate online Traffic Safety and Trends Exam (100% required).

  3. Practice and pass the road test

    Practice driving under the terms of your learner permit, then pass the road test to receive your license.

  4. Receive your full license

    Adult first-time applicants receive a standard, unrestricted license upon passing.

Notes

  • Utah's licensing agency is the Driver License Division (DLD) — the state doesn't use a "DMV" name.
  • Utah's adult BAC limit is 0.05%, the lowest in the country; a "Not a Drop" law bans any detectable alcohol for a driver under 21.
