How to Get Your Virginia CDL License

The actual step-by-step process, from application to full license — not just what's on the exam. Confirm anything time-sensitive (fees, forms) with Virginia DMV directly.

  1. Hold a valid Virginia driver's license

    You need a valid noncommercial Virginia driver's license before applying, and must be at least 18 to drive commercially within Virginia, or 21 to cross state lines or transport hazardous materials, under federal rules that apply nationwide.

  2. Get your DOT medical certificate

    Complete a DOT medical examination and self-certify to the DMV that you're medically qualified to operate a commercial vehicle.

  3. Apply for your CLP and pass the knowledge test(s)

    At a DMV customer service center, pay the $3 CLP fee and pass the general knowledge test, plus combination-vehicle and air-brake tests if applicable to your training vehicle.

  4. Hold the CLP at least 14 days

    Federal rule requires holding the CLP for a minimum of 14 days before scheduling the skills test. Virginia's CLP is valid for one year and cannot be renewed.

  5. Complete entry-level driver training (ELDT)

    Federal rule requires theory and behind-the-wheel training through an FMCSA-registered provider before the skills test, for a first CDL, an endorsement upgrade, or a vehicle-class upgrade.

  6. Schedule and pass the skills test

    Book a second DMV appointment for the skills test: a pre-trip inspection and an on-road driving evaluation for the CDL class you applied for.

  7. Receive your CDL

    Once you pass, the DMV issues your Class A, B, or C commercial driver's license, valid for 8 years and expiring on your birthday, with any endorsements reflecting the tests you passed.

Notes

  • Virginia's $3 CLP fee is one of the least expensive in the country, but the permit's one-year, non-renewable validity means the whole process needs to fit inside that window.
